October 30, 2003 TO: Rebecca Lira, Deputy Director-Licensing and Certification Division David Feinberg, Manager- Resident & Outpatient Program Compliance Branch COMPLAINT Violation of State License 1810 West Oceanfront - Narconon Narconon is state licensed as a Residential Treatment center with an address of 1810 West Oceanfront, Newport Beach. Within the last 8 weeks, Narconon has leased another property across the alley (1811 West Balboa Blvd.), added additional beds, and is serving additional addicts/residents from this property. Narconon is NOT state-licensed to use this second property NOR serve additional addicts from a different location/off-site. Their current operating license is very specific to serve only 32 addicts residing IN their licensed property location. This second property IS NOT inspected, regulated, nor licensed by the state for use in this way, nor does the state license authorize Narconon to operate in this way. Evidence. Verbal admission by addicts/residents that they are part of Narconon program. Constant foot traffic across the alley between the two properties for addicts/residents to access all services, meals, laundry, meetings, trash, sauna, weight room, offices, etc. Multiple bunk beds within bedrooms and living rooms in this second triplex. This foot traffic is a constant flow throughout the early morning (6am) to late evening (11pm).
